Metacrisis, metalogical crisis, not "meabilogical" crisis. And there were other humans who went to Gallifrey, some of which (if you follow the BBC approved non-televised stories, like Big Finish and books) were supposed to go to the university there; if they did, they would gain Timelord qualities.
As well, River Song wasn't "crossed with" Timelord. She was conceived in the TARDIS during flight, and the baddies used genetic manipulation to turn her into a psychopath, as a weapon against the Doctor. And of course, he married her. ��
The only actual blending of human and Timelord that had nothing to do with genetic manipulation created *two* people - the Metacrisis Doctor and "DoctorDonna," where the Metacrisis Doctor was part human, and Donna absorbed some Timelord in her mind, not her body.
